I'm not sure if this is the same thing but when I came home from the hospital after having Jack, the midwife came around for the first few days....and they had to an OHS check over the phone before they come.
They asked questions like "do you have any pets?" "does anyone in your home have a problem with drugs/alcohol?" "Is there any violence in the home?" "do you have an AVO against anybody?" "Are there any obstructions in your driveway/path to house?" etc. etc...

I think it is more for their safety, more than anything. The lady asking the questions seemed embarassed and kept apologising, LOL.
